Typology of Public Buildings in Bosnia and Herzegovina

About Project:

Through the elaboration of 6 energy efficiency studies that encompassed over 2000 public facilities, the Center for Development and Support has collected a large number of data on facilities from the entire territory of BiH. Based on this data, in cooperation with the United Nations Development Program (UNDP), we will create the first typology of public facilities in BiH.
The typology of objects represents the classification of objects, in such a way that groups of public objects can be separated by relevant energy efficiency indicators. The typology represents a comprehensive classification of objects, which assesses the quality of the object in terms of energy characteristics in relation to:
Construction period;
Purpose of use;
Architectural complexity.

Typology of public facilities includes the following variables (indicators):
1) General information (location of the public facility and type of public institution)
2) General building data (year of construction, appearance and shape of the space, height of the building, number of floors, number of underground floors, composition of the external wall construction, composition of the roof structure, type of window, window type, average U value of window, total area of windows, the surface of the facade, the total surface of the roof, the volume of the object and the percentage of the volume of the building).
3) Energy indicators (specific actual annual energy consumption, fuel types used for heating the facility, yearly heating status per location, boiler capacity, estimated annual fuel efficiency, annual energy demand for heating and loads)
4) Behavioral indicators (number of employees, number of users and daily working hours)

Voice of youth

About Project:

The research ‘Voices of Youth’ (in the following text VoY) was conducted as part of the project ‘Dialogue for
the Future’, implemented by the UNDP, UNICEF and UNESCO in partnership with the Presidency of Bosnia and
Herzegovina. The United Nations Office for Peace Building Support/Peace Building Fund (PBF) project finances the
project Dialogue for the Future.
The research was conducted in the form of quantitative research and surveys and based on a representative
sample of the general population of youth aged 15 to 30 years (N=2.016 participants) in BiH. The sample contained
at least 100 young people (total N=224) belonging to the vulnerable categories: ‘youth’, ‘Roma community’ and
‘youth with disabilities’. The qualitative aspect of the research involved focus groups. There were seven focus
groups with different categories of youth in three cities in BiH: Sarajevo, Mostar and Banja Luka.
Around 700,000 young people aged 15 to 30 live in BiH, which represents around 21 per cent of the total population.
The results of this research support the conclusion that there is an urgent need to create the mechanisms and
permanent solutions that will lead to an improvement in the general status of youth in BiH. It is evident that the
status of youth as well as the status of other categories of the population depends on the material welfare of
the total population of BiH. The plans, attitudes and level of satisfaction among youth correlate directly to the
economic position of youth in society. In relation to the results of the research conducted four years earlier
(2011/12), in certain spheres of life there are signs of progress yet at the same time there is also evidence of
stagnation and even deterioration in others.
The main conclusion drawn through this research is that young people continue to face different challenges,
ranging from education through to employment and work, to security, social protection and their standard of
living. The main problem for youth according to the results of the study is unemployment, followed by unresolved
housing issues and material and economic dependence. The young people who participated in the research
considered their status to be average; however, positive trends were noticeable. When compared to the research
from 2011/2012, the young people seldom reported their standard worsening or remaining the same and their
perception of the near future was positive: compared to 2011/12, the youth seldom responded that their future
would be the same or worse The young people from vulnerable groups more frequently reported discrimination and endangerment, especially in terms of education,
employment and income. Unfortunately, in this aspect it seems that there has been the smallest level of progress.
The results of this research also show that besides the aforementioned main problems it is necessary to invest additional effort in education,
which the youth identified as a growing problem. Although it was noticeable that the young people had more opportunities for informal
education, it is necessary to improve access to informal educational programmes for a larger number of young people. Employers should
also be encouraged to include an increasing number of young people in business, while the responsible competent people should make
greater effort to involve an increased number of young people in decision-making processes. In general, the youth considered their level of
influence at the work place, in school and over political organisations to be extremely limited.
The young people frequently stated that they would leave Bosnia and Herzegovina: only 10 per cent of the participants stated that they
would not leave BiH if they had the opportunity to do so. It is also necessary to encourage young people to increase their entrepreneurial
activities and political and social involvement. Another priority is the protection of youth rights, especially those rights endangered at the
work place, in education and within vulnerable groups. Ultimately, it is necessary to improve the system of social protection in BiH and to
work actively toward the eradication of bribery and corruption. Different governmental and public institutions as well as different civil and
private organisation that deal with youth problems and participate in the creation of social policy for youth can utilise the results of this
research in the achievement of these goals.

Children around the world will assume key roles in the media, politics, businesses, sports and entertainment programs to show support for the millions of their peers who are unskilled, unprotected and displaced, said UNICEF today. The download, scheduled for November 20, marks the anniversary of the adoption of the Convention on the Rights of the Child and the launch of the First International Day of the Child.

"From Auckland to Amman, across New York to N'Djamena, we want kids to participate in campaigns in their schools and communities to help save their children's lives, fighting for their rights and achieving their potential." Justin Forsyth, deputy Executive Director of UNICEF. "The International Day of the Child will be a Day for Children, with Children."

In the upcoming period ahead of November 20, UNICEF calls on children around the world to publicly speak against harassment, discrimination and unfairness. Despite enormous progress over the past decades, according to the following data:

· 385 million children live in extreme poverty.

· 264 million children and young people are not educated.

· 5.6 million children under the age of five died of the causes that could be prevented.

To give voice to millions of children whose voices have not been listened to, famous stars and world leaders will support the initiative, including:

· UNICEF Goodwill Ambassador, David Beckham; he will be in a short film that will be screened for the International Child's Day to ask the children about their views on the world.

· The French Music Group, Kids United, will premiere a new music video with a strong message, taken for UNICEF and the International Child Day.

· Global "takeovers" of governments, sports and companies, including legendary cricket player Sachin Tendulkar, Spanish football fan and captain of New York City's David City Football Club, South Korean actor and national ambassador Ahn Sung-ki, Lego Foundation and Qantas.

• Actors from the Logan, Dafne Keen, and Isabeli Moner of Transformers: The Last Knight will join 150 children to take over the United Nations headquarters where singers, songwriters and singers Chloe x Halle will premiere a song written specifically for marking this day.

The western Balkan region is a nature lovers’ paradise. Most of the region is situated in the heart of the central Dinaric Alps – one of Europe’s most unexplored mountain ranges. Each country offers a vast range of activities, from adventure to relaxation, on both land and water. Hiking and trekking is a popular activity in the national parks and whitewater rafting is a well-developed adventure sport in BiH and Montenegro. Although one may have to look a bit harder, it’s well worth the effort when it comes to rural tourism and enjoying the traditional lifestyles and cuisine of the highlands. There are more and more B&B’s being established in mountain villages as well as small guest houses that offer accommodation, food, and light outdoor activities.

More than 100 different mountain charts have been set up throughout B&H.

Biomass Energy for Employment and Energy Security in Bosnia and Herzegovina

About Project:

More than 53% of the territory of Bosnia and Herzegovina is covered with forests and forest land. However, despite of the significant potentials for production of energetic sources based on wood, its is still predominantly used as fuelwood for individual households heating.

Furthermore, insufficient activity of private sector characterizes renewable energy sector. Limited incentives for renewable energy infrastructure projects from wood biomass represent a significant impediment to renewable energy sector development, job creations in BiH and export increase.   

With aim to support sustainable use of wood biomass and development of renewable energy sector in B&H, since 2016 Czech Development Agency(CzDA) has been financing three-years long project „Biomass Energy for Employment and Energy Security in Bosnia and Herzegovina“ that has been implemented by UNDP.

Municipal Environmental and Economic Governance (MEG) Project

About Project:

Local authorities are the level of government most readily available to citizens while also holding the most development potential. Municipal administrators are also the most dynamic government actors, acutely aware of the need to create better living conditions and help generate employment for their citizens. Political deadlocks and complex constitutional arrangements in Bosnia and Herzegovina (BiH) have, however, conspired to slow the pace of reforms, discourage investment, and exacerbate growing social inequalities.

As essential public service providers, local governments continue to struggle with user satisfaction, quality of service considerations, sustainability and access, with the latter particularly relevant in rural areas. At present, less than 40%  of the country’s population is connected to the public sanitation system with 90%  of the collected wastewater released into the watercourses without treatment, resulting in serious contamination of both water and soil.  In addition, most of the water utilities in the country are not financially sustainable, which poses a long-term water supply risk.

To address these challenges, the Government of Switzerland launched the Municipal Environmental and Economic Governance (MEG) Project in 2016. The project is part of the Swiss Cooperation Programme in BiHwithin the Local Governance and Municipal Service domain and is implemented by the United Nations Development Programme in BiH (UNDP BiH). The MEG project aims to improve municipal development management systems and services in the environmental and economic sectors. These improvements will result in better local services for the citizens, enhanced accountability and trust between local authorities, citizens and businesses. Special attention will be paid to improving living conditions of vulnerable groups.
